The NFL's Pro Day workout is a joke. Watching a quarterback throw the ball around with no defense pressuring him, no pads and shorts is no indicator of capability. Watching that quarterback play in college is a much better gauge of skill and capability than what the reporters will write about what they saw at Pro Day workout.
