In the wake of World War II, Western Europe was in ruins while power vacuums were being filled with rulers loyal to American interests. Operation Gladio was launched to destabilize any regime that might pose a threat to those interests. The “strategy of tension” was a plan to control public opinion through the use of fear, propaganda, agent provocateurs, and terrorism to instill panic into the populace.
