The Fed re-established a portion of "The Fed Put," creating a touch of Moral Hazard: The expectation that the Fed will bail out investors from their excess risk-taking. Markets rallied pretty sharply off that news, and drew even closer to triggering a buy signal. Historically, when this type of signal occurs at such low levels, it is typically at new market lows. This, in turn, can provide a tradable buy signal for investors.
