What is the threshold of ‘progress’ in Year 3 of the Matt Rhule Era?

Nebraska won 5 games in Rhule’s first year, and won 7 games last year with the bowl win (6-6 regular season)…does that mean that 8 wins or more has to be the expectation? And why should that scare anyone, especially with a bowl game to possibly get the 8th win?
